The Integration of the Milani and Bunker Campuses

The integration is in response to development in Newark, most of which in the immediate future (meaning the next three years) will be in the Bunker/Milani attendance area.  Together, the schools will be able to accommodate anticipated growth over the next three to five years.  It is our belief that we should provide space in the schools in the incoming families’ vicinity.

Creating TK-2 and 3-6 school configurations:

  • Allows sites to focus resources and programs for children’s developmental stages

  • Supports Common Core – all school resources - energy and knowledge – can focus on specific grade-level clusters

  • Joins attendance areas – there will be two campuses for a single attendance area

  • Allows multiple configurations among more classes

  • Increases opportunities for grade-level teacher collaboration



  • In the next 4 years, approximately 2500 new homes will be built in Newark, 60% in MIlani/Bunker attendance area

  • Fifteen hundred additional homes in the next 5 to 7 years

  • Merging the two school boundaries allows

    • All current students to remain, including those on intra-district transfers

    • Increased grade-level collaboration increasing to 4 or 5 classes per grade

    • Balanced use of the two only two elementary sites south of the train tracks to accommodate anticipated growth

    • The most cost savings of over $1,000,000 in setup costs for portables that would be necessary to accommodate growth at Bunker and over $350,000 annually in lease costs

    • Preservation of available play space for students



—Add portables to Bunker

  • $150K per portable to prep & set up

  • Purchase price $65K-$85K (2010 cr/rr) or $90K-$120K (2013c)

  • $6K (CR) – $15K (RR) (2010c) annual lease

  • SFPUC Water Line blocks much of campus from being usable for adding classrooms

  • Loss of remaining play space

—Declare Bunker impacted; revoke all intra-district transfers

  • Disruptive to the grade-level cohorts

  • Students pulled from established relationships within their grade levels

—Utilize available classrooms at Milani by redistricting

  • Current boundary 1 block from Bunker

  • Redrawing boundaries would either remove Bunker and its neighbors from its own feeder pattern OR gerrymander new residents to pass through the Bunker feeder pattern to get to Milani



—Utilize available classrooms at Milani with grade level reconfiguration

  • Allowing all current students to remain (including those on intra-district transfers)

  • Allowing for greater grade-level collaboration as there will now be at least 3 to 5 sections of each grade level on each campus

  • Allowing the district to balance the utilization of the two available school sites south of the train tracks to accommodate the growth, regardless of grade levels of entering students

  • Uses existing assets most efficiently, saving over $1,000,000 in setup costs plus annual savings of $57,000 per portable (2010 code, higher with 2013 code portables) while a few blocks away classrooms are empty
